RE: Beneficial Use Registration
RUWC- Point Washington and Sandestin WWTPs (Out of State)
Dear Mr. Marell:
In May 2021,the Department became aware that the Point Washington and Sandestin WWTPs of
RUWC generated more than 100 dry tons of biosolids that were then distributed for land
application in Alabama during the 2020 calendar year, without registration in the ADEM
Beneficial Use Program as required by ADEM Admin. Code. r. 335-13-16-.04(2)(a). On May 24,
2021, a Warning Letter was sent to RUWC detailing this failure to register, and steps to complete
registration in the program. A registration application for 2021 has not yet been received for
RUWC and multiple attempts were made to contact an RUWC official to facilitate submission of
an application for registration in 2021. If RUWC facilities generate more than 100 dry tons that
are then distributed for land application in Alabama for the 2021 calendar year,RUWC would then
be required to register in the ADEM Beneficial Use Program.
