(PPM)has completed a Remediation by Natural Attenuation (RNA) groundwater monitoring event for the United Food and Fuel No. 3 located at 2051 Bell Street in Montgomery,Alabama. The RNA workplan and Cost Proposal No. 30 were approved by the Alabama Department of Environmental Management (ADEM) in a letter dated January 28, 2020. PPM conducted the groundwater monitoring event on December 29, 2020. The following report describes field activities and results of the groundwater monitoring event. 2.0 BACKGROUND 2.1 SITE DESCRIPTION The United Food and Fuel No. 3 is located at 2051 Bell Street (Maxwell Boulevard) in Montgomery, Montgomery County, Alabama. Geographically, the site is located on the Montgomery,Alabama 7.5 Minute Quadrangle at approximate Latitude 32 22' 22.8"North and Longitude 86 20' 53.8"West. The site is at an approximate elevation of 170 feet above mean sea level (AMSL), based on nearby elevation contours from the USGS topographic map and slopes gently to the south. The site location is shown in Figure 1, Site Location Map,Appendix A. The site property is triangular shaped and occupies an area of approximately 1.25 total acres that gently slopes to the south. The site is currently an active self-serve gas station and convenience store that is improved with a square shaped 1,020 square foot store building located in the center of the property. Two metal canopies are located on the property. One canopy(approximately 1,650 square feet)is located northwest of the store building with two double sided dispensers beneath. The second canopy (approximately 825 square feet) is located west-southwest of the store building with one double sided dispenser beneath. The fuel dispensers are supplied by underground storage tanks (UST) located northeast of the store building. The current UST system consists of one 10,000-gallon regular unleaded gasoline UST, one 10,000-gallon premium unleaded gasoline UST, and one 5,000-gallon diesel UST. The USTs are constructed of steel with overfill protection and leak detection. The product piping is constructed of fiberglass reinforced plastic. 1 United Food and Fuel No. 3 Rennediation by Natural Attenuation Report CONSULTANTSJanuary 27,2021 Underground utilities at the site include water,telephone,fiber optic,natural gas and sanitary sewer, which travel along the right of way of Bell Street (Maxwell Boulevard), and extend on site from Bell Street south to the store building. Overhead telephone and power lines travel from east to west along Bell Street,then south along the east property boundary to the center of the property then west to the store building. The location of the site improvements, UST system, and all known utilities are shown in Figure 2, Site Map,Appendix A. The site is located in a mainly industrial and commercial area of Montgomery, Alabama. Bell Street (Maxwell Boulevard) is located to the northwest of the property and a service road is located to the south. Maxwell Air Force Base is located to the north across Bell Street. Independent Glass Company is located adjacent to the east of the property. Railroad tracks are located to the south across the service road. The intersection of Bell Street and Yd Street is located to the west of the property. The surrounding area is shown in Figure 3, Area Map,Appendix A. 2.2 SITE HISTORY During an ADEM inspection in 2013, indications of a possible leak were detected. As a result, Incident UST13-12-01 was issued by ADEM. The following assessments were conducted at the site. Y May 2013 - Preliminary Investigation by CTE. Groundwater depths were measured using an interface probe from the same point marked on the well casing from which the top of casing(TOC)elevation was obtained(north side of casing). The TOC elevation and groundwater depth was used to calculate groundwater elevation and flow direction. Groundwater elevations measured at the site since December 2018 are summarized in Table 1, Summary of Groundwater Elevation Survey Data,Appendix B and also Section 3,Natural Attenuation Monitoring Report (NAMR) Form, Appendix C. Groundwater elevations measured at the site from April 2013 to December 2018 are summarized in Historical Documentation,Appendix D. 4.2 GROUNDWATER SAMPLING On December 29, 2020, PPM collected groundwater samples from select monitoring wells MW-1, MW-2, MW-5, MW-8, MW-9, MW-10, MW-14, MW-16, MW-20, MW-22, MW-24, MW-25, and recovery wells RW-1, RW-2 and RW-3. 3 United Food and Fuel No. 3 Rennediation by Natural Attenuation Report CONSULTANTS January 27,2021 Bailers were used to purge at least three well volumes of water or to dryness from each of the monitoring wells prior to sample collection. Disposable gloves were wom during the sample collection event and changed between each sample acquisition. The groundwater samples were collected into laboratory-supplied, clean, glass 40-milliliter (ml) volatile organic analytical (VOA)vials and immediately preserved on ice. The purge water(approximately 136 gallons)was containerized in three 55-gallon drums, brought back to the PPM office in Spanish Fort,Alabama,and picked up and disposed by Erwin Remediation,Inc. A summary of the purge water removed and disposal manifest are included in Appendix E, Disposal Documentation. 4.3 LABORATORY ANALYSIS The groundwater samples were transported along with proper chain-of-custody records to Eurofins TestAmerica Laboratories, Inc. (TestAmerica) in Pensacola, Florida for benzene, toluene, ethylbenzene, and xylenes (BTEX), methyl tertiary butyl ether (MTBE), and naphthalene per Environmental Protection Agency(EPA)Method 8260B. 5.0 FINDINGS 5.1 GROUNDWATER ELEVATIONS On December 29, 2020, the depths to water in the monitoring wells ranged from 18.24 feet below top of casing (BTOC) at monitoring wells MW-8 to 19.42 feet BTOC at MW-1. Groundwater elevations ranged from 151.11 feet AMSL at MW-5 to 152.43 feet AMSL at Mw-20. The general direction of groundwater flow direction at the site on December 29, 2020 was to the south as shown in Figure 4,Groundwater Elevation Map (December 29, 2020),Appendix A. Groundwater elevation survey data from this visit and since December 2018 is summarized in Table 1, Appendix B. A Summary of Groundwater Field Parameters is provided in Table 2,Appendix B. Historical groundwater elevation survey data and groundwater quality parameters measured at the site from April 2013 to December 2018 is summarized in Historical Documentation,Appendix D. 5.2 ANALYTICAL RESULTS Analytical results from the December 29, 2020, event indicate that the naphthalene concentration in the groundwater sample from one well (MW-24) slightly exceeded its representative Site Specific Corrective Action Level(SSCAL). 4 United Food and Fuel No. 3 Rennediation by Natural Attenuation Report CON&uLTNNB January 27,2021 Concentrations of benzene, toluene, ethylbenzene, and xylenes were either below detection limits (BDL) or below respective SSCALs in the groundwater samples. Benzene concentrations from this event are presented in Figure 5, Benzene Concentrations in Groundwater(December 29,2020),Appendix A. MTBE concentrations were either BDL or below SSCALs in the groundwater samples. MTBE concentrations are presented in Figure 6, MTBE Concentrations in Groundwater (December 29,2020),Appendix A. The naphthalene concentration in the sample collected from MW-24 [0.31 milligrams per liter(mg/L)] slightly exceeded the SSCAL of 0.22 mg/L. Concentrations of naphthalene are shown in Figure 7,Naphthalene Concentrations in Groundwater(December 29, 2020). Analytical results from December 2018 to the present are summarized in Table 3,Summary of Groundwater Analytical Data, Appendix B. Analytical results from April 2013 to December 2018 are provided in Historical Documentation,Appendix D. The groundwater analytical report is included in Appendix F, Groundwater Analytical Report and is A listing of PPM personnel that participated in this phase of work is included as Appendix G, Personnel Documentation. 6.0 CONCLUSIONS Based upon the findings of the RNA monitoring event and previous assessments, the following conclusions are presented: Y Measurable free product (gasoline) was not encountered in any of the monitoring wells during the sampling event on December 29, 2020. Y The naphthalene concentration (0.31 mg/L) in offsite monitoring well MW-24 slightly exceeded its representative SSCAL of 0.22 mg/L. Y Concentrations of benzene, toluene, ethylbenzene, xylenes and MTBE in all samples collected were either BDL or below SSCALs. Y The groundwater flow direction was primarily south during the December 2020 sampling event. 5 United Food and Fuel No. 3 Rennediation by Natural Attenuation Report WNSOLTAWTS January 27,21121 7.0 DEVIATIONS FROM ADEM APPROVED SCOPE OF WORK There were no deviations from the scope of work approved under Cost Proposal No. 30. 8.0 RECOMMENDATIONS Based on the findings and conclusions of this report, PPM recommends that the corrective action by RNA events be continued as approved at the site. If constituents of concern(COC) concentrations in the area of MW-24 remain stable, PPM would then recommend that the monitoring and recovery wells be abandoned and the site issued a No Further Action(NFA).
