No.22142-101-011495 Incident No.UST21-12-04 PPM Project No.403602-IA Dear Ms. McManus: On behalf of Achieva Inc., PPM Consultants, Inc. is submitting this report that documents initial abatement activities that were performed at the referenced site in December 2020. PPM was not onsite during the initial abatement activities and this report describes the information that has been relayed to PPM. Redevelopment of the Former Quick Serve No. 25 facility began in December 2020. The buildings on site were razed and the pavement at the site was removed, leaving a vacant site. The underground storage tank (UST) system was scheduled to be removed the last week of December 2020. A heavy rainfall event occurred in the area the night of December 23, 2020. Stormwater from the site and the adjacent property to the east and north flowed toward the UST pit. As the pavement over the UST pit had been removed, the stormwater infiltrated the gravel subgrade that was previously covered by pavement and the gravel in the UST pit. The volume of water flooded the pore space of the UST pit gravel backfill. Gasoline free product was apparently located on top of groundwater in the UST pit prior to the incident and this free product was forced to the surface with the rising tank pit water where it migrated off-site on the surface of storm water. The site is depicted on Figure 1, Site Map in Attachment A,Figure. ppmco.com-205.836.5650. 5555 Bankhead Highway,Birmingham,Alabama 35210 Ms.Rachael McManus February 17,2021 Page 2 The site developer, Paragon Construction and Development (Paragon) contacted the Alabama Department of Environmental Management (ADEM) field office and also retained Pump Repairs, of Montgomery, Alabama, to respond to the release of gasoline. Pump Repairs and the fire department applied hydrophobic absorbent pads to the fuel; however,they were not equipped to address the spill. Therefore, Paragon retained Hepaco, LLC, an emergency response contractor, to address the spill. Hepaco mobilized to the site on December 24, 2020, and used vacuum trucks and hydrophobic absorbent pads to recover the released gasoline and gasoline-impacted water. A temporary berm was constructed around the UST pit to contain storm water. Hepaco returned to the site on December 27 and 28, 2020, to continue to remove impacted water and free product. Hepaco transported approximately 5,800 gallons of petroleum-contact water to the Sunoco, LLC facility in Birmingham, Alabama, for treatment. Harmon Engineering & Contracting Co., Inc. (Harmon) was also retained to transport and treat recovered fluids. Hammon transported approximately 10,000 gallons of petroleum-contact water to the Oil Recovery Co. Inc. facility in Mobile, Alabama, for treatment. Hannon transported an additional 15,000 gallons of petroleum-contact water to their facility in Lafayette, Alabama, that was discharged to the Lafayette Publically-Owned Treatment Works (POTW) facility. Documentation of the water disposal is included as Attachment B, Water Disposal Documentation. Mr. Grady Springer of the ADEM Montgomery Branch, Field Operations Division was on site during portions of the initial abatement activities. The UST system was removed from the site on December 28, 2020, and a report detailing that work was previously submitted to ADEM on February 15, 2021. Photographs of the site are included as Attachment C, Site Photographs. The incident was reported to the ADEM UST Corrective Action Unit and ADEM subsequently issued Incident No. UST21-12-04. Based on the information that has been relayed to PPM, the majority of the released gasoline was recovered with absorbent pads and vacuum trucks. Additionally, the source of the fuel, the UST system, has been removed. Therefore, additional initial abatement activities are not needed at this time. ADEM has requested that Achieva complete a Preliminary Investigation and this work is being scheduled.
